Circulation and Technology Manager

The Massillon Public Library is looking to hire for the position of Circulation and Technology Manager.

POSITION DETAILS:

Position Title: Circulation and Technology Manager

Reports To: Director

Position Type: Exempt, Salaried

Full Time/Part Time: Full Time (34 hours per week)

Rate of Pay: $21.00/hour

Retirement: Ohio Public Employees Retirement System (OPERS)

(Library contributes 14%; Employee contributes 10%)

QUALIFICATIONS:

  • At least one of the following educational qualifications:

    • Bachelor’s degree in a directly related field, with three (3) years of public library experience or similar work required. Four (4) years of public library experience or similar work, preferred.

    • Associate’s degree in a directly related field, with seven (7) years of public library experience or similar work required. Eight (8) years of public library experience or similar work, preferred.

    • Equivalent public library experience with lesser formal education will be considered.

  • Supervisory experience with directly reporting staff, preferred.

  • Experience installing, implementing and troubleshooting in a Windows Server and Windows 7 network.

  • Experience in training others in basic hardware and software skills.

  • Valid driver’s license and good driving record.

  • Reliable transportation for getting to work, and to use when Library van is not available.

  • Proof of auto liability insurance.

  • Working cellular phone.

  • Experience with public library operations, desirable.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Broad knowledge of popular authors, books, and entertainment media.

  • Broad knowledge of library principles, methods, techniques and procedures.

  • Extensive working knowledge of electronic resources used in public library applications.

  • Working knowledge of integrated library systems, such as Sierra.

  • Working knowledge of Windows, Windows Server and Internet.

  • Solid understanding of networking which is defined as local/wide area system, addressing, routing, and switching.

  • Working knowledge of various software packages, i.e., MS Office, sufficient for teaching and assisting staff and public.

  • Working knowledge of hardware including routers, switches, firewalls and computers.

  • Working knowledge of research databases and online catalogs, a plus.

  • Excellent English language oral and written communication skills sufficient for work with all levels of staff, Library Board, public, shared online circulation system technology staff, and computer hardware/software vendors.

  • Strong interpersonal and oral presentation skills.

  • Strong organizational and analytical skills.

  • Excellent listening skills.

  • Excellent reading and comprehension of English language.

  • Consistently present Massillon Public Library and its services in a positive manner.

  • Follow Library’s written general and department-specific standards, and personnel policies.

  • Work effectively as a team member and demonstrates excellent leadership skills.

  • Work independently and make sound decisions.

  • Work effectively under the pressure of deadlines and heavy workloads.

  • Handle physical aspects of position which include, but are not limited to: sitting, standing, bending, stooping, moving, reaching, and manual dexterity required for computer work, and lifting up to 50 lbs. Ability to push/pull loaded carts.

  • There is also exposure to electrical hazards.

ESSENTIAL FUNCTIONS:

  • Manages and evaluates the operations/activities of Adult Circulation functions at Main Library, including budgeting.

  • Establishes departmental procedures to be responsive to patron input, taking into account Library budget and the overall goal of making the Library the most user-friendly it can be.

  • Interviews, selects, trains, supervises, schedules, and evaluates department staff.

  • Plans and leads regular department meetings, and occasional training sessions for system’s circulation staff.

  • Ensures adherence by department staff to Library policies and standards.

  • Handles patron concerns in a courteous, tactful manner, providing clarification of the Library’s policies and procedures.

  • Keeps circulation procedural manual updated and consistent for library system.

  • Keeps supervisor apprised of new developments in circulation system and Library’s needs relative to circulation.

  • Oversees new patron registration and maintenance of patron records.

  • Oversees materials reserve system, including ILL and SLIC.

  • Assists with department’s circulation desk duties.

  • Serves as Library’s representative at library meetings related to circulation.

  • Manages and evaluates the operation/activities of the Technology Department.

  • Interviews, selects, trains, supervises, and evaluates IT staff.

  • Serves as liaison to the Director on matters involving technology.

  • Establishes goals and objectives for Technology Department in accordance with Library policy and with the input of the Technology Specialist.

  • Oversees the maintenance of the Library’s networks.

  • Evaluates, recommends, and coordinates hardware and software purchases for Library system.

  • Serves as backup to the Technology Specialist for installation of hardware, software, and peripherals and for diagnosing and solving technical problems.

  • Diagnoses technical problems and implements technology solutions.

  • Manages routine computer system functions, diagnostics, and maintenance.

  • Maintains appropriate records, including inventory and maintenance logs.

  • Safeguards the confidentiality of all Library electronic and paper records.

  • Shares task of teaching computer classes for staff.

  • Serves as liaison with county library’s technology staff relative to generation of circulation statistics and circulation module problems.

  • Maintains circulation statistical records and prepares reports, as required.

  • Keeps current on developing trends in computer technology (general & library-related).

  • Shares Chain of Command responsibilities.

  • Attends meetings and workshops appropriate to position.

  • Performs other duties as assigned by supervisor.

SCHEDULE:

Hours/Week: Thirty-four (34) hours per week

Work Schedule: To be determined by the Director

 

Hours usually worked in Monday through Saturday parameter.

 

Employee must be able and willing to work a flexible schedule of hours, including evenings and weekends, to meet the needs of the Library. Employee may be called in an emergency to handle major system failures, occasionally. Extra time worked is compensated.
